The Stronger Community Organisations Project (SCOP)

SCOP was commissioned by the Victorian Government in 2007 to provide advice on the long-term sustainability of community organisations in the State. The project was conducted alongside a Review of Not-for-Profit Regulation undertaken by the State Services Authority (SSA). The SSA Review examined the impact of current Victorian Government regulation and other contractual and accountability requirements on non-profit organisations.

SCOP was the first project of its kind to provide a comprehensive overview of the wide range of community organisations in Victoria, and the issues facing them. In doing so, it has also looked in depth at national and global developments which are changing both communities and community organisations, and generating new possibilities to create value and enhance the lives of Victorians.

As an outcome of the SCOP review process, 21 Action Items have been identified from the recommendations of the SCOP Steering Committee. These action items include both immediate and longer-term actions to encourage investment, capacity-building and partnerships for strong community organisations.

As the largest of all the community sectors, sport and recreation plays a key role in facilitating the development of stronger community organisations. As such VicSport has played a key role in working with the SCOP steering committee to ensure the needs and concerns of the sector are heard.

To work on the implementation of the SCOP recommendations, a new office for the Community Sector      has been established. A meeting Lynne Whannan, Department head, and representatives of the sport and active recreation sector has already taken place to further discuss opportunities to work together to achieve key targets. VicSport will continue to work closely with the Office to advance our case.
